The proposed competition includes radical ideas to reshape the game, including the introduction of a powerplay in which each captain can nominate an opponent to spend ten minutes off the field.
The RFU’s plan is for the competition to feature all 11 Premiership clubs but only nine from the Championship, with the remainder sent off to form a different competition in Scotland.
The proposal was raised at an RFU council meeting last week and immediately rejected by Championship clubs on the grounds that there had been no consultation over the details leaked at the weekend.

The Chief Executive shall convene a Special General Meeting on receipt by the Chief Executive of a written requisition so to do duly signed by not less than one hundred Members in the same manner as is prescribed by Rule 7.13(a). Each requisition must clearly state the specific resolution to be moved.
