They nicked that off football as the FA Trophy is officially called the Papa John's Trophy.

And I notice, they don't mention a Twickenham final specifically like the old Intermediate Cup or the Vases.

Yep the "Finals day" could be anywhere.

Apparently Lower XVs won't be allowed in the cups so all those clubs who have entered Teams in the RFU Leagues will need to find something else to do in April.

Where does it say Lower XVs won't be allowed in the Community Cups and why?

Its a National Club competition for 1st XVs not lower XVs of Teams who could in theory be involved in a National Cup i.e Level 5 Club with a 2nd XV playing Level 8. Pretty sure I saw a Zoom/Teams call where this was confirmed by somebody from competitions or the CGB

Why would they use the Holy of Holies, Twickenham?
Even the second tier 'cup' final was played at Ealing.

Because they always used to for community finals. The RFU Intermediate Cup, Senior and Junior Vases were  always played at Twickers

The U20 County Finals and National Colts Cup Finals/Girls U18 Final were all played at Sixways last season. The Chair of the County Championship Review committee Dr. Tom Miller has acknowledge it was a complete and utter disaster.

Someone described it as "It was like Worcester didn't know how to stage a game of rugby let alone multiple finals. Overcrowded and poorly organised changing facilities, lack of concessions for spectators and worst of all running out of food for the finalists after the last final."

So I guess cash strapped Worcester must have taken the RFU's Finals Budget and spent it elsewhere.

Wouldn't surprise me given what's come out in the BBC's article about them today.....

Precedents have been reset since then though. When does the RFU even look like caring about the 'community' game now?

I think you will find the Papa John's Trophy is actually the EFL Trophy currently held by Rotherham United who beat Sutton United in last season's final.
