   I have tried to find in the rules where it says you must attempt to wrap both arms around an opponent in the tackle. Many top referees seem to enforce this. If this is the case a) is the ankle tap illegal ? b) is shirt pulling illegal. As neithe involve an arm wrap.
Can someone enlighten me please

	9.16 A player must not charge or knock down an opponent carrying the ball without attempting to grasp that player. with a side order of 9.11 Players must not do anything that is reckless or dangerous to others. a) a tap tackle is legal, but is not a tackle as the ball carrier is never held. b) it is illegal if it is dangerous
