So looking on web sites we have the following - the numbers are a simple count of those listed. 
I have not double checked they are up to date with all signings departures.
It does not count academy players.

Doncaster have 32 in the squad, the two you couldn't count because they don't appear on the website yet are Will Holling and Sam Pocklington both players have signed pro terms from the academy

Nottingham have a squad of 32 + as last year a group of NTU students that hasn't been announced yet

I suspect that you have used the players page on the Bedford Blues website.  These are last season's players. So far I believe a figure of 25 would be nearer the mark for the coming season.

The Jersey Reds' squad stands at 23 retained players + 11 confirmed new signings; see full list when the most recent signing was announced a few weeks ago - LINK

There may be one or two more to add.

The player profiles haven't yet been added because the volunteer responsible has had some off-season down-time and hasn't got to them yet - they will be added before the end of July.

London Scottish squad size is currently 32, with pre-season friendlies against Cardiff Blues, Chinnor and Edinburgh in that order.

This says nothing about how ready the clubs are for next season. All it shows is different approaches to web sites.

Nottingham website is seldom updated much before the season starts.
To be honest I would rather we allocated resources to getting the team ready to compete in our predominantly professional league over updating the website for folk like me who check it everyday just in case...

Blues have announced 26 but 1 player did not turn up and will not be doing so.  We have a few on trial at the moment which are likely to be given contracts.

Still think any sponsor would like to see they are backing an well organised club - websites not up to date don't get looked at and are an indicator of how well they are organised
