There are problems with both options 15 game season or a 15 + 7 game season if you include promotion and relegation.
1. With the 15 game season this gives those teams with 8 home and 7 away a big advantage over the teams with 7 home and 8 away. 2. With the second option the teams play the 15 scheduled games then spilt into top 8 and bottom 8 to play off for promotion and relegation. However the matches in the pool games could be completly skewed , it is statistically possible for a team to win all its 7 home games and finish up in a pool with all the teams they played at home which would mean that all their games in the Pool would be away. So effectively they would play a season with 7 home games and 15 away. Other possibilities are 6-1 , 5-2 both would be detrimental for promotion or relegation, and the lost of Gates and Bar plus the cost of travel, without RFU subsidy would be devastating to a clubs finances. The third option is to play a 45 game season incorporating 21/22 and delaying any restructuring until 22/23 by which time the Premiership and Championship will have had time to decide what they are going to do and save the resulting chaos if they do their restructuring after Level 3 and below. The other option for N3 is to regionalise if the Travel subsidy is totally removed for all leagues.

You need to arrange a round of derby matches, asis usually doen for pre-Christmas and play the round twice - probably both in May to get the best chance of being poermitted decent crowds. Someone will get a duff deal as they will not be that close to their derby partner - as there is never aperfect set of pairings.

Yes to play 16 games Would balance the number of games but you have 8 away and Seven at home then play your local rival again to make 16 but if you have already played him at home out of your seven then you will play him away making 9 away and 7 home. To do this fairly you would have to completely re do the fixtures to make 8 home and 8 away. Easy for the London Clubs but in the North there are only 4 sides.

You can set it up so that does not happen. You start by setting that round, then construct the others, and therefore everyone who is at home in the first round will have played an extra home game so will need to be away - which they when you repeat that round. Then move the round that was first to be last.

I have no problem with that so long as it is only a 16 game season, it would not solve the problem if you plan to have the two pools of 8.

I had thought about a 15 game season in 2 pools of 8 to solve the Home/Away issue and came up with:
Split the competition into SE/others (or other way you can split geographically - outer London / others perhaps) Play the other 7 teams in your pool home and away (14 games) 15th game is an intra-pool game against your counterpart from the other pool. Top of A plays Top of B for 1st/2nd, 2nd in A plays 2nd in B for 3rd/4th. Top team in each pool play off for champion and promotion spot, bottom team in each pool goes down and 7th team in each pool play off for 3rd relegation place 13th / 14th. To decide where each 15th game gets played, you do a Strength of Schedule comparison, where beating the side 2nd in your pool is worth more than beating the 8th side. Can't see it happening but until we hear next week we're all just speculating. Any chance to watch some rugby before next September I would be happy for though.

You have not factored in the possibility of the restructuring taking place in which case there will be 5 relegated the bottom two from each pool plus a play off by the teams finishing 3rd from bottom for the 5th Place. That is supposing they promote three from level 4 perhaps they will make it just the 2 winners so reducing relegation to 4. However if the championship decide on their proposal then they are considering increasing to 16 and playing 2 pools of 8, which would impact on level three with 4 promoted thus reducing level 3 to 12, so no relegation and 2 promoted from level 4.
