Doubt very much that Cov are party to anything that other clubs aren't.

The friendlies are usually treated separately, and I would assume the seventeen refers to competitive matches.
But, as I said, it may just be a guess to (to try to shake the FU out of its torpor?) so you may be correct...

Interestingly Quins have increased their ST prices for next season despite two less Premiership games which they have replaced in the ST with friendly fixtures against the Barbarians and themselves (aka London Scottish).
