just to check - this only applies to TV coverage in Irish Republic?

You can certainly pick up RTÉ in Derry so I guess folk in Norn Iron may obtain free-to-air Six Nations access.  Whether this agreement will be for all matches or only matches featuring Ireland we will only find out when the agreement is signed and sealed.

The RFU use clubs as unpaid ticket sellers, they are given their quota but have to pay up front for all the tickets if they have sold them or not. All the risk is on the club for no reimbursement and should  any person who has purchased a ticket go on to sell it on the black market the club will be punished with a loss of quota. There are fully licenced hospitality companies who can buy up tickets effectively making a Cartel.

Organisers agree in principle to continued BBC & ITV deal

The four-year deal will run from 2022 to the end of the 2025 edition of the tournament, which has been free-to-air since 2003.

The BBC will broadcast all Scotland and Wales home Six Nations matches and the women's tournament. ITV will show all England, Ireland, Italy and France home games.
