Yes they do. Kent is fairly evenly split between Quins and Sarries. London/Coventry Wasps (before they died) never had a look in.

Fair enough.

We're North Bucks so were technically part of the Wasps pathway.
However Bedford and Saints have the links established so Wasps never really got a look in.

Good luck creating a club on £130K. Also, I wonder if the amateur club have any say, as it is their name.

Nah. They'll offer a bond to mugs - sorry, investors - to make themselves the Richest Rugby Club in Europe.

Well it certainly raised a lot of money so give it another go and if they can't pay it back then simply run away, reform as Wasps Mark 3 and get a lot of ex-players to say how Wasps are too big a "brand" not to be involved at the top of English professional rugby. Simple.

Rural Kent is Saracens. South London is split between Quins and Sarries but in reality neither of them have the resources or funding to make any real impact. Between both clubs they probably employ 8 or 9 full-time community staff that are supposed to cover. Middlesex, Essex, Sussex, Kent, London, Hertfordshire surrey & Berkshire. 

There is a huge opportunity for a club to start taking London seriously. But who has a budget big enough to do so?

What Wasps do is not the point . The issue is do the RFU accept the principal that any future club can simply buy themselves into the Championship without going through the pyramid of league rugby let alone any club who has a previous record of insolvency?. This would lead to the principal of "Franchise" teams dominating the game. What would stop a major football club simply creating a Rugby section with all their funding and profile (which this is the main reason that the RFU want Wasps back into the top 2 leagues).
Any move by the RFU would certainly create a chasm between levels 1 and 2 and the rest of the Rugby structure.

Wasn't that what Newcastle United did with Gosforth RFC at the birth of professionalism?

Not really, Gosforth was a long established and successful club, not something created from scratch.
