Cutting out the time wasted for re-set scrums is a great idea. At the moment it is a perfect way for teams ahead in a tight game to waste crucial minutes. Supporters want to see these games played out.
Bonus points for scores originating outside the 22 sounds interesting. Bedford would be happy and I’m sure that Jersey could rumble a maul in from that distance |

If it's possible to cut down the time wasted on scrums, just do it for all games starting straight away.
The rest of it is silly gimmicks.

So as I see it, the RFU have formed some form of group who have come up with some fandangled ideas about changing things. Why didn't they just read all the ideas put forward over the years by the most sensible within rugby, i.e. The people who contribute to this forum.

The worst idea since England extended Eddie Jones contract or gave lots of money to the Premiership clubs to squander away....

Stop the clock on scrums definitely.
Tries from outside 22 possibly. The rest is utter nonsense.

Imagine if that player is already yellow carded… is he then sent off? What if you go for a prop and there are injuries, will we have uncontested scrums. Just 2 issues that could be had.

If these proposals get through the board meeting, the immediate action should be a vote of no confidence in the board by the council.
My very strong suspicion is that they are a smokescreen put up only to conceal something else to be forced through on the sly, by the means of preventing discussion in advance of the meetings.

I have never had confidence in Bill Sweeney. And his performance in front of DCMS did not help. But would there be sufficient support from the council to carry such a motion.

Define "originating" - it's all too subjective - Full back clears to opposition 22 where it is caught by opposition winger, runs through the field until finally tackled and pops ball up to supporting prop for a try. - Full back clears to opposition 22 where it is caught by opposition winger, runs through the field until finally tackled inside 22, ball comes out from ruck for scrum half to nip over for a try - ditto, held up rather than tackled and maul rumbles on for hooker to drive over |
