I believe that in lower leagues smaller substitutes bench and revolving substitutes is a better option. I know that many "Elite" clubs are actually only "teams" but the introduction of substitutions resulted in the loss of lower teams . Many community clubs used to run 6-8 sides now rarely more than 3. Prop subs can be an issue bringing props from lower sides simply to sit on the bench and play 20 minutes meant that the lower sides were unable to play as the Prop is the only position where you need to have a specialist player, anyone (however badly) can play in every other position.
