I might have confused the Championship with Nat 1 as I thought National League clubs (so Levels 3 and 4) got a token amount of financial support from the RFU to put towards travel costs and medical/insurance?

I believe you are correct albeit with the emphasis on "token"

I also believe there is an optional salary cap in operation (no not like the one in the Premiership which The Cheats regarded as optional) in which clubs forgo certain RFU "token" funding if they breach it which of course is little deterrent.

By the time you pay for an ambulance and doctor the payment to the Championship is still token.

The RFU provides Liability Insurance to all Clubs. Medical cover for players is also included but only for severe injuries. This is treated as a contribution to Community Rugby. Other than support for flights to and from Guernsey and Jersey, I do not believe National League Clubs received any travel money this season. We have received a declining sum in the last 3 seasons.

And the amount of travel money to Guernsey and jersey is fixed at I think £2200 how ever depending when your game is means you can pay double that just in flights, I think it cost 6k for an in and out trip this season 

Added to the fact that Guernsey are one of the least welcoming clubs ( club pres etc not invited in to lunch but made to sit outside while they entertain their guest)  makes it a very tempting option to say no we are not playing away games to them

Some time ago, the RFU moved from funding travel to making a contribution.
Of course this hurts all clubs, but it hurts a club like Redruth or Tynedale much more than say Moseley.
