The quotes, which I have helped to fill in the gaps

“While right now only one Championship club is meeting the requirements that would enable them to come into the league, we are working hard to ensure that is not always the case [by not giving lower leagues money and trying to get Worcester, Wasps and London Irish back] and that we apply the right flexibility [by letting the aforementioned clubs to jump up the leagues to the Championship] and support where it’s appropriate [for the ex Premiership clubs and ensuring Falcons don't fold],” said Mike McTighe, chair of the PRB.

“We know how hard those clubs with aspirations to [re]join the Premiership are working both to generate the required investment [to phoenix and] to be sustainable [as the current clubs aren't sustainable losing millions] within that league and to ensure they have the required infrastructure to support themselves.

When the Covid loans were renegotiated at the end of last year did the PRL have to take responsibility for their repayment? If so this explains why they are so keen to bail out Newcastle. Promotion of course would dilute the money received from TV/ the RFU. Bottom line is this is all about money and supporters don't come into it at all.

It also shows who is in control - PRL owned by the Premiership cartel and headed by Bruce Craig.

Of course it is!

Would not have been before the SGM -

Which fully answers the question of who will be in it? without answering the question of who will be in it?

Pretty accurate summation.
