I should have said practically no one is interested in professional club rugby (the top two tiers) in England. If they were the clubs that haven't folded wouldn't be in such dire straits financially. At a lower level there is plenty of interest which is why clubs are generally speaking able to run quite comfortably without being one step from the bankruptcy court. (Unless they are foolish enough to become beholden to some money man promising to take them to the top of course).

If you are going to have a full-blown franchise league, you should write a proper request for bids setting out the rules on which bids will be selected. Then give potential bidders - including clubs from other codes, time to make a decision and complete a bid and take time reviewing them. Then give the wining bids time to recruit. Bradford City might decide to give up soccer and put in a bid with Kenny Logan as Coach, after all, they were almost successful as a Union side - making one Yorkshire Cup final. They were more successful in League - winning the first season. And Kenny's father-in-law was head coach. Seriously, Bristol have made a two code club work, could another Soccer club follow the same model. There is no way you could do that before the start of next season. Which means it will be the 9 surviving Premiership sides, possibly plus Worcester. And the Championship will run with 13 sides.
