14 Champ clubs. The only way that would make sense would be if Worcester could not meet the debt repayment schedule agreed, or if another Champ club has financial difficulties to the point they could not fulfil fixtures next year.

This is from the RFU statement on league club placings, which adds to the notion that all is still not yet finalised higher up.
"League Fixtures for the 2025-26 season are being finalised and will be published in due course. Further information around play-off proposals which impact National League Rugby still need to be agreed and finalised. We will provide updates as soon as we hear them."

My guess would be that Macclesfield requested (demanded) that they are in the North to celebrate their 150 years with other Northern clubs and Lymm being the next nearest club, were forced to move? Chester unfortunately for them were always going to move to West?

I don’t know whether events like 150th anniversaries cut much ice with the powers that be nowadays.
It seems more likely to me that, for the group of clubs from Camborne up the A30 and M5, it is easier to get to Chester and Lymm than to Macclesfield.

The real problem is that N1 has very few northern sides which means that there are too many northern sides at N2 level, so in the current configuration means some have to be moved to the South - normally South- west which is were the deficiency is,

Lymm will have lower travel mileage than Camborne and Redruth, who have not moaned about two trips to Cheshire and three to the well known western county of Leicestershire.

By the sounds of the post on Sheffield Tigers Facebook they were initially chosen. What criteria was used for this and then what criteria was later used to decide Lynn should move instead? Surely some openness is needed. Did they get things wrong initially. How and why?
It will always be unfortunate and tough for any team at the outliers of their region, but clubs should understand what criteria these decisions are based on to ensure fairness and transparency to all. Surely having John Inverdale on speed dial can't be an adequate reason to change their minds

See Below from NLR Admin Instructions: 2.4.2 EXEMPTION FROM PROMOTION
A Club is permitted to apply to the Organising Committee to request an exemption from promotion subject to
the following conditions:
• such request is received by the Organising Committee no later than the 31st of January of the
Season.
• subject to the Club achieving a promotion place, this right to submit a request is only available to each
Club once on each occasion that it is at each level of the Leagues; and
• the Club must demonstrate that promotion would be detrimental to the finances and infrastructure of
the Club
The request will be considered by the Committee who may request such additional information and supporting
evidence as it requires. If a request is approved by the Committee and a Club is granted an exemption from
promotion for the next season the following will apply:
• if the Club finishes in an automatic promotion place, the highest placed Club in the league above who
was due to be relegated the following season will be reprieved from relegation.
• if the Club finishes in a play-off place, then their opponents shall be awarded a walk-over.
