There must have been a huge gulf of young talent left without the prospect of an academy contract in the wake of Wasps and Worcester folding, so this makes sense. 

It'll bolster Moseley's profile and squad strength too having a partnership with Glos through academy and DR players so its win win for them.

I remember reading about Coventry developing their own academy a while back, but that's gone quiet. Either way, between Moseley and Cov they'll have the Midlands covered.

I wonder what the 'Foundation' or 'Development' phase mean in plain English?

Ah yes I see now thanks. There was no mention of the age groups on that Moseley article, but a more detailed overview on the Gloucester website:
