I think he outlines what is most likely and reaslistic for the 2024/25 season onwards, albeit with lots to work out re funding and support for the current Champ clubs that could well make up Prem 2, such as Pirates.

Two smaller leagues (8 - 10 teams per league) of fully professional clubs (with financial support to keep those clubs transitioning to fully pro that need it above water until sponsorship/tv coverage rights increase the £££ flow into these clubs). Essentially reducing the number of clubs participating, but by doing so, being able to look after and fund those remaining to a better standard.

Due to the smaller leagues, expand and rebrand the Prem Cup competition (renamed The British and Irish Cup perhaps...) to include Welsh/Scottish/Irish teams to fill the fixture lists from Sep to April. Imagine the interest and excitement generated across such a bigger audience. A positive by-product would also be the likely increase in quality across the board.

MSC and ground capacity requirement reduced to 3k for Prem 2. Of the current crop of Champ clubs operating most closely to fully pro already - Jersey, Ealing, Cov, Pirates, Donny, Blues to be joined by 2 current Prem clubs to form Prem 2 - most likely Bath or Bristol and Falcons.

Promotion and relegation between Prem 1 and Prem 2, and also Prem 2 and Nat 1 decided by 2 leg playoff, with the prospective Nat 1 champs needing/wanting to meet the 3k ground capacity and fully pro model. Definitely within reach of a few such as Sale, Richmond, Rams, Albion with a little extra RFU funding.

This would shake things up a bit, create plenty of excitement and is worth a go!

But(there always is one) what about the franchises?
There is absolute silence from Wasps, Worcester and London Irish for this coming season, has Dalaglio accepted that the "brand too big to fail" is actually dead, or will all 3 put in bids for three franchises?
Devil will be in the detail, which we were told would be announced before the league began, well it's getting close now.
