It would also be good if they looked further down the leagues as well because currently N1 & 2 can only sign players with EU passport even when the players are employed outside rugby and paying tax and NI

Not so, Rabbie! At Level 3/4 Regulations say that all players are Contracted Players. Players need a work visa and clearance from their Home Union (Regulation 14.6).

The rules for level 5 and below used to be different. In the past Several teams have been promoted to level 4 with a number of foreign players who were then unable to play at level 4. I remember a supporter of one such team bemoaning this and saying they were unaware this was the case until they got promoted.

The rules at Level 5-8 are the same for contracted players. Historically a lot of players came on tourist or visitor visas and expected to be paid to play. That loophole was closed by requiring all paid players to be contracted.

So can an overseas player on a visitors visa play level 5 as long as they are not paid or do they have to be contracted ?

A Player must be resident in the United Kingdom, the Isle of Man or the Channel
Islands and must hold Effective Registration in accordance with these Regulations with
a Club in order to play for that Club in a RFU Competition, unless otherwise permitted
to play by the RFU Regulations

I think you can do it as an amateur but is unbelievably difficult infact the paying of money is the least of the trouble 

You can't use an agent like rah rah rugby or inside running to find the player/s you want as the players/club would then be considered *professional" (set out in the right hand column of foreign player guide) and need to be contracted
You can't provide flights/ accommodation/gym membership/jobs /coaching minis or juniors/cost of living so no real way of persuading someone to come over from 10,000 miles away other than a bit of after match/training refreshments and aren't we a great bunch.

You then have to make sure that they're correctly registered and Visa is correct for them to able to play as one mistep in any of the above means that potentially a 5 point deduction for each player incorrectly registered as amateur,  per game so for example you have 3 player they'd knock 15 points (Medway RFC case set the precedent) 


It may be possible if a player travels with work but not many of them about in the last few years 

That's why there ain't many overseas players at lower league amateur sides anymore it's an absolute minefield. It's bloody difficult for professional sides to be honest
