Some important reading!

The principal regulation dealing with "Ringers" appears to be 3.3 (d):
(d) A Club may not play or select as a replacement or substitute in a Match more than 13 players from another club of which no more than three shall be Loan Players and the others (up to the maximum of 10) must be England Academy Players under the age of 24 as at 1 September 2019.   

It would be interesting to review prior year regulations to understand how this has evolved to accommodate the present barbarian approach.

So theoretically, you can now play an entire match with only two of your own assets in the team.

Mandatory? I assume you refer to mandated bench composition? Or is there some arcane requirement I've not noticed?

I worded it carefully Nick, unless you take my use of 'team' to mean 'squad'. It didn't ;)
The starting xv (which could theoretically do 80 minutes).

Mandatory front row replacements. Obviously not in the starting XV, but still a requirement. Also the actual regulations refer to the starting players and replacements, not just the starting XV.

The overall (and absurd) regulation is the same as last season. At that rate death by a thousand cuts will take until the year 4K, give or take a few years. Far more important to deal with insolvent clubs consistently rather than giving the favoured ones back doors to survival.

Presumably these new regs don't relate to the cup as YC have on their own admission named 4 loan signings in the squad for tomorrow night

Kimbo it's worse than that. Theoretically you can now play an entire season with only two of your own assets in the team!

This could make life tough for Ealing in the cup. If I read this right then they cant put out (for example) Durutalo (USA) Reid (AUS) amd Shingler (WAL) in the same squad.

Won't that also apply to league matches?

Foreign Player is a person who does not qualify as a Non-Foreign Player.  A Non-Foreign Player is a person who, at the point that he is included in the Match Squad:
 
(a) can prove to the satisfaction of the RFU that he is entitled to the rights granted under Title IV, Article 45 of the Treaty on the Functioning of the European Union (TFEU) or under the European Economic Area or of a state with which the European Community has entered into an agreement that includes directly effective provisions conferring equivalent rights of nondiscrimination against that state’s nationals within the European Union;
 
Note: A passport of a member state of the European Community will normally be accepted as evidence that a player is a European Player
 
(b) can prove to the satisfaction of the RFU that pursuant to World Rugby Regulation 8.1 he is eligible to play for the senior fifteen-a-side National Representative Team, the next senior fifteen-a-side National Representative Team or the senior National Representative Sevens Team (as defined in World Rugby regulations) of a Rugby Union in membership of the European Union/European Economic Area; or
 
(c) has been selected for the England Senior XV, Next Senior XV or U20 XV or England’s National VII.
 
Note: In the event of any governmental changes that impact this definition during the season, the status quo will prevail for the 2019-20 season

Yup, that can definitely still have some impact, but not nearly as bad for Ealing as I thought. My guess would be that Pirates are most impacted by that due to all the Kiwis brouggt in from Leeds.

The concept of a Non Foreign player seems to be key. In previous seasons Jersey declared Non EQP on the player profiles of the lads concerned to add transparency and avoid problems. Something similar for Foreign Players would seem like a good idea. 13 still seems like an awful lot of Ringers to me.

Wales possibly, but I thought Anzac are foreign whereas other nations such as Samoa, Tonga and Fiji may not be classed as foreign as they are not tier 1 countries.
