Not sure what to think about this, at what level does "grass roots" start?

It can only be a good thing.

Every club regardless of level should be using this - unless they have something better in place.

Assuming any feedback it gives the user is in line with Rfu headcase guidance.

Already have enough issue in jnr rugby from people saying "oh the A&e Dr told me to not play for a week so I can play again now" and not wanting to abide by rtp protocols

The Government advice conflicts with the Return to Play protocols currently used at Levels 3 and 4. There has, as yet, been no confirmation that we need to make any change to that process.
