This should affect people in the 'mini and junior' (and possibly 'colts') group as these don't have rights to vote on account of them being groups of new posters to the board and is a way of stopping people setting up new accounts etc to skew any votes.

I won't be changing this but new posters who usually lurk rather than contribute can always post their views and move up through the groups to gain the right to vote.
